1. General requirements

2. Optimizing the development of the design industry and enhancing the industrial advantages

(1) The key development direction of chip design. 3. Focus on the development of characteristic process manufacturing to make up for the shortcomings of the industry

Prioritize the development of chip manufacturing with characteristic processes, support chip manufacturing with advanced processes, and narrow the gap with the international advanced level. Strongly support technologically advanced IDM (organizational model integrating design, manufacturing, packaging, testing and sales) and wafer foundry companies to set up R&D centers, production centers and operation centers in the Pearl River Delta, and build wafer production lines. 4. Actively develop packaging and testing, equipment and materials, and improve the industrial chain

Vigorously develop advanced packaging technologies such as wafer-level packaging, system-level packaging, bump, flip-chip, through-silicon via, panel-level fan-out packaging, three-dimensional packaging, and vacuum packaging. Vigorously introduce leading enterprises in the fields of deposition equipment, etching equipment, plasma cleaning machines, and thin film preparation equipment at home and abroad. Support institutions of higher learning and scientific research institutions to carry out equipment and parts technology research and development, and guide basic enterprises in our province to actively deploy equipment and parts manufacturing projects.

(7) Key development directions of materials and key electronic components. Vigorously develop third-generation semiconductor materials such as gallium nitride, silicon carbide, zinc oxide, gallium oxide, aluminum nitride, and diamond, actively develop electronic-grade polysilicon and silicon wafer manufacturing, and speed up fluoropolyimide, photoresist, high-purity R&D and production of chemical reagents, electronic gases, carbon-based, high-density packaging substrates and other materials. Vigorously support the research and development and industrialization of key components and materials such as nano-scale ceramic powder, microwave ceramic powder, functional metal powder, and base metal paste. 5. Improve R&D and innovation capabilities

(8) Strengthen the research and development of key core technologies. The provincial scientific and technological innovation strategy special fund shall invest no less than 1 billion yuan every year to support technological innovation in the field of integrated circuits. Encourage semiconductor and integrated circuit enterprises to increase investment in research and development. (9) Build an industrial innovation and public service platform. Accelerate the development of a public service platform for chip design, promote the joint construction of pilot wafer production lines by qualified universities, scientific research institutions and enterprises, and improve EDA tools, SoC (system-on-chip) design services, MPW (multi-project wafer processing), components And terminal product simulation, test verification and other service functions. Support institutions of higher learning, scientific research institutions, and testing and verification institutions to build public service platforms for integrated circuit product quality evaluation, environmental adaptability evaluation, and safety and reliability certification. Actively create conditions to build national and provincial innovation platforms in the field of semiconductors and integrated circuits. The provincial and regional coordinated development strategy special funds will support the construction of national and provincial public service platforms and innovation platforms not exceeding 30% of their fixed asset investment, and the amount of support for a single project will not exceed 20 million yuan. By 2025, more than 15 provincial key laboratories and engineering laboratories in the field of semiconductors and integrated circuits will be newly established. (10) Strengthen the protection and application of intellectual property rights. Strive for the support of the state to set up an intellectual property protection center for the semiconductor and integrated circuit industries in our province, establish a fast track for patent pre-examination and confirmation, explore a collaborative pre-examination model, and shorten the period of invention patent authorization. Explore the establishment of Guangdong semiconductor and integrated circuit industry intellectual property rights overseas assistance centers or assistance service points in key countries and regions. Exploring the establishment of a punitive compensation mechanism for serious infringement of intellectual property rights such as repeated infringement and malicious infringement in the field of integrated circuits. Actively carry out patent analysis and navigation in the field of semiconductors and integrated circuits, and improve the patent early warning mechanism. For software and integrated circuit companies that purchase technology use rights or ownership from overseas companies, and the purchased technology conforms to the National Catalogue of Encouraged Imported Technologies and Products, actively strive for the support of national import discounts. 6. Strengthen the support of the talent team

(11) Establish and improve the talent training system. Strengthen the construction of microelectronics, information science, computer science, applied mathematics, chemical technology, materials science and engineering, automation, artificial intelligence and other related majors and disciplines in colleges and universities in the province. Promote qualified colleges and universities in our province to build national model microelectronics colleges. (12) Strengthen policy support for talents. Organize and carry out research on the roadmap for talent development in the integrated circuit industry. The province’s relevant high-level talent introduction plan includes the integrated circuit industry as a key support direction, and accelerates the introduction of high-end leading talents, innovation teams and management teams from global targets. The provincial relevant projects and talent evaluation expert database shall establish a sub-library of integrated circuit experts, and continuously expand high-level experts at home and abroad. Part-time employment, short-term employment, and regular services are encouraged to attract well-known IC talents to work in our province. 7. Promote the development of industrial cooperation

(14) Accelerate the promotion and application of independent key technologies and products. Drive the development of chips through terminal applications, focus on 5G and artificial intelligence technologies, and organize the development of “chips – complete machines” for major applications such as communications, ultra-high-definition video, automotive, satellite applications, industrial interconnection, smart home, smart medical, and electronic office equipment. (15) Continue to deepen cooperation with overseas. Strengthen cooperation with overseas universities in personnel training and technology research and development, and actively promote overseas universities and enterprises in our province to jointly train graduates of integrated circuit related majors. Actively carry out research and development cooperation with overseas high-end innovation platforms such as the State Key Laboratory of Integrated Circuits, and support overseas high-end innovation platforms to set up branches in our province. Support universities in the province and overseas first-class universities to jointly build semiconductor and integrated circuit laboratories. Support enterprises to entrust or cooperate with overseas universities and scientific research institutions to carry out research on chip-related technologies. Give full play to the role of Hong Kong and Macao as a window to the world and the advantages of developed high-end service industries such as finance, strengthen joint investment promotion, and actively introduce overseas well-known enterprises and R&D institutions to build high-level R&D institutions, operation centers and production bases. Enterprises in our province acquire overseas semiconductor and integrated circuit companies (including R&D centers), invest in the establishment of overseas R&D bases, and the provincial special funds for promoting economic development will give strong support to those who meet the conditions.

(16) Build a platform for communication and collaboration. Cultivate and develop intermediary organizations such as IC industry associations. Encourage complete machine system manufacturers and integrated circuit companies to jointly build industrial alliances, establish a community of interests in the industry chain, and create an industrial ecological environment in which complete machine systems and integrated circuit products coexist. Relevant associations or alliances should timely feed back to government departments major industry information such as breakthroughs in key technologies (products), major project construction, and mergers and acquisitions of key enterprises. Support the holding of competitions, industry conferences and other activities in the field of integrated circuits, promote talent gathering, technological innovation and exchange and promotion, and create a good atmosphere for the development of the integrated circuit industry.

8. Safeguards

Priority should be given to supporting semiconductor and integrated circuit companies to make full use of domestic multi-level capital markets and domestic (overseas) capital markets for financing.

(20) Support the construction of parks and major projects. Promote the moderate agglomeration and development of the semiconductor and integrated circuit industries, build a number of industrial bases and parks with high standards, and give priority to the provincial integrated circuit industry investment funds to projects in the bases and parks. Major projects in the semiconductor and integrated circuit industries will be prioritized in the provincial key construction project plan, and the province will make overall arrangements for the land for wafer manufacturing projects.
